Why are failing some fish restaurants in Bucharest, Romania?

One more to go. "Restaurant pescăresc". You wonder but you do not know why some interesting hospitality intiatives fail in Bucharest, Romania. Because marketing errors, because positioning issues? Because of the lack of educated local culture, in this case, about dishes based on fish? Because of lacking of a good cook/chef? We will never know. This is on str.
